In keeping with more conventional reform - how about trying the "hurling" solution - in lieu of Munster 5/'Leinster' 6 - have Ulster 5/'Connacht' 5 (latter has Kerry & Dublin joining the Connacht Big 3)?

Tier 2 could have Ulster 'Other 5' (incl London)/Non-Ulster 'Next 5'

Tier 3 (12 teams) with North 6/South 6.
