Actually Rob Hennelly did'nt award the penalty. It wasReferee who decided it . There was as always a lack of consistency and underhand pressure on officials. There is also inexplicable decision not to support them with tmo. and other aids.No black card for Small but yes for lessor offences. Were officials 'encouraged' to look out for certain opportunities/watch certain players. Why not just clear up the black card rule by saying that a cynical tackle where your opponent actual has the ball is deemed a yellow but off the ball is black. As in a block tackle, ankle tap or a cynical pull when a man is running off you with no ball is a black but if you're tackling a man with the ball if you over do it or in both keegan and cooper's incidents at the weekend it was nearly instinct and not extreme foul play. At least there would be a bit more clarity and it would help referees? Also any truth in this 2 referee talk that's going on? I think "may fist or palm the ball away on the ground, and may score by so doing" means the player on the ground may fist the ball away, and not that the ball on the ground may be fisted or palmed away. But I too am open to correction. And in case there's any doubt that a goal can be fist-passed when you're on the ground, look at Exception (ii) to Rule 3.1: Exceptions A player on the team attacking a goal and who is in possession of the ball may not score: (i) by carrying the ball over his opponents' goal line; (ii) a goal with his hands except as provided in Rule 1.2, Exception (ii) but may score a point with the open hand(s) or fist. ...which points back to the other rule.
