Its not hard to find out if a player won an all-star or not. Go onto the county page, click on county profile and all the all-stars that county won are there.
Joe Mc Mahon never won an all-star. Justin won one in 2008.
I was very surprised that Dara O Cinneide won one. I would have assumed he had one or two on the mantlepiece but apparently not. He would definitely be on my team.

I think that some people are misinterpreting the idea of "best players not to have won an all-star.". That is not the same as "players who were hard done by in a particular year". There are plenty of players who if you were to look at each year individually , probably didn't deserve one. Either their team didn't progress far enough in league or championship to warrant one. Or in the years that their team did well, someone else in the country was just that bit better in that particular year. But still if you look at that players career as a whole, you would think that they might have won one.

From my own county I would throw in Liam Harnan. A tough cetre-back without whom we never would have won in 87 or 88. Just better performances in those years from others.
The other is Joe Cassells. Mostly just remembered as a centre-half forward in 87 and 88 when he was at the end of his career and past his best. But from 77-84 he was one of the best centre-fielders in the country. Unfortunately that coincided with a poor patch for the county so his performances never got recognized.

In 2010 Donie Shine was very good but Bernard Brogan, Colm Cooper, Benny Coulter, Johnny Doyle and Daniel Goulding all had fantastic years.
