Minimum of 4 players from each team have to remain inside either 65 at all times. Failure to comply = free in/free out. Ball not allowed cross back over 65 line when you enter opposition 65.

Would free up so much space for attacking teams when trying to get shots off. Would also promote kicking into the opposition half when you turn the ball over as you've been forced to keep 4 forwards up.

Easy to ref - quick glance from linesman - is there 4 of each colour jersey in the 65?

Only thing is it would be harder to police at smaller club games where there are no linesmen.

For example enforcing teams to move quickly into the opposition zone and stay there will only encourage the packed defense strategy.

So lets look at some simple changes that have worked and try to build on them.
The keeper not being able to receive a return kick out was a small simple change that has improved things ( marginally but still an improvement).
Can we build on this? I'm not sure but I do know that the fly goalkeeper has disincentivised pushing up. Why? Because if you push up all 6 forward on 6 backs inside opposition half you are still 6 facing 7 and the 7 should be able to work the ball upfield where there is more space than most teams currently allow.
Now I love the idea of fly goalkeepers. It adds to the excitement , it also encourages more lads to consider playing in this position which sometimes is a problem at under age. But it does come at a price as the outlined above.

Maybe the suggestion of a maximum no of consecutive passes or shot clock inside your own 45 would give some incentive for chasing. Or maybe no player can receive a pass inside their own 45 from a player who he has just passed the ball to.

Again whatever we do , I recommend small simple tweaks rather than drastic complicated ones. The game is not so bad as it is , but it could be better."
Firstly enforce the 4 Step rule!
If a lad takes 6 or 8 steps to bullock his way past a defender, free for overcarrying and well done defender.

Where would the free be from?
Any punishment for the last man who retreated past the hw line leaving 3 up?

Its not just the GAA, every sport is going this way due to the increased athletic capabilities of most athletes these days. The maverick genius has no room on the field these days in Soccer, Gaelic Football and in Basketball. The worlds biggest stars are no longer the players with the most skill - but the most athletic.

My hope is that these things are cyclical and that Football will come back around to the more skilled way of playing the game but I'd doubt it, given that most if not all County players are either students or teachers as they're the only people with time enough in their day to do what is required to be physically capable of being on the field.

Skill comes second nowadays sadly.

On your last line - you could add in that it would be equally difficult to enforce at just about every underage match, where there are no official linesmen either.

Or consider this - you're one of the four forwards of your team who are inside the opposition 65. Ball is booted up the field from some distance away, and it's obviously going to land somewhere around the 65 itself. You take a running jump and catch it, but you come down six inches on the wrong side of the line. Should that really be a free against you?

There are ways to make it work - feet MUST BE inside 65, for example, like avoid crossing the sideline.
