Westmeath can't play Dublin.
Louth can't play Dublin.
Donegal can't play Kerry.
Mayo can't play Monaghan OR ELSE Tyrone can play everyone.

Louth v Kerry/Monaghan/Meath
Donegal v Dublin/Monaghan/Meath
Mayo v Dublin/Kerry/Meath OR Tyrone v Dublin/Kerry/Monaghan/Meath
