I think it's first and foremost enrichment. The other bits mentioned are just props. And it is a little ironic to see an unashamed amoral personage cozying up to the religious zealots.

In the case of Mr T, he doesn't have the time, as age and the constitution are against him, but if Project 25 grows legs, those surrounding and following him will have a platform. And a certain Mr Vance is of the same ilk.
