GAA director of player, club, and games administration, Feargal McGill has said that the decision to designate two Clare players as 'close contacts' last week was made by the HSE.
The two members of the Banner County panel were deemed ‘close contacts’ after their Allianz Hurling League clash against Wexford on May 16th.
It saw both players missing out on this past weekend’s win over Laois after which Banner boss Brian Lohan described the situation as “unusual” and called for further clarification of the rules.
Yesterday, Wexford county board chairman Micheál Martin pulled up Lohan for his remarks, while Mr McGill also confirmed to RTE Sport that it was the HSE that made the call to deem the two Clare players as ‘close contacts’.
"Only a public health specialist can make the determination of who is a close contact," Mr McGill said.
"In this case, the decision would be with the local health authority - HSE Midwest," he added.
"They would be the ones to designate close contacts. It had nothing to do with Wexford."
