A de facto two-tier championship?

As the last two provincial QFs will be played next week, no county football team has yet defeated a side from a higher League division, though Westmeath are strongly fancied to defeat Offaly. With only three counties from the lower divisions making the provincial semis, do we effectively have a two-tier championship already?

Division One: 7 qualified (Cavan v Monaghan next week)
Division Two: 6 (Derry and Fermanagh eliminated by D1 sides)
Division Three: 1 or 2 (Tipp bye to semis, Offaly face Westmeath.)
Division Four: 1 or 2 (Leitrim defeating London, Westmeath v Offaly).

Yes. And the sooner it's made official the better. We can all stop fooling ourselves then.
