I assumed it was county minor, u21, senior at provincial level and all ire level.

Traditionally the full set of medals was for either hurling and football, so Hogan Cup or Croke Cup (Schools) Sigerson or Fitzgibbon Cup (University) Railway Cup Senior Club All Ireland Minor, U21 and Senior All Ireland National league medal All Star award Now it would be difficult for some players to win the schools/colleges depending on the school they attended. The complete double collection would in my opinion be impossible to collect, you would have to have attended a dual school for both Hurling and Football.
