What's classed as full set? I'd assume its county and club

I assumed it was county minor, u21, senior at provincial level and all ire level.

Traditionally the full set of medals was for either hurling and football, so

Hogan Cup or Croke Cup (Schools)
Sigerson or Fitzgibbon Cup (University)
Railway Cup
Senior Club All Ireland
Minor, U21 and Senior All Ireland
National league medal
All Star award

Now it would be difficult for some players to win the schools/colleges depending on the school they attended. The complete double collection would in my opinion be impossible to collect, you would have to have attended a dual school for both Hurling and Football. I don't think any school has come close to the double.

Cormac Costello,Eric Lowndes, David Byrne and Shane Carthy were first Dublin players to win Senior, u21 and minor All Irelands. Sean Cavanagh, Stephen ONeill, Owen Mullingan, Cormac McAnallen, Peter Donnelly, Michael Mcgee and Conor Gormley have won senior, u21 and minor All Irelands with Tyrone

Well Brian Murphy from Cork has Minor u21 and Senior from both codes.
In fact the only medal he is missing is a national football league medal.
He sure has an impressive collection him and JBM.
Don't think it will ever be passed.
