The theory is their strongest team would play at 'B' level & the second team at 'C' level. What I'd like to know then is, how are the 3 counties involved supposed to subsequently field seperately at minor level? Compare this to Donegal who field U13 at U14C, U14 at U14B, U15 at U16C and U16 at U16B.
