What is the exact story on under 17 lads playing adult please? Is there not a dispensation given to clubs in third division bracket that they can use an u 17 year old?

No there isn't. Under 17s haven't been allowed to play adult for last two years now

There shouldnt be any dispensation. There needs to be a limit and 17s is perfect age grade for it.

It allows under 17 grade/minor get lot of games and no postponements for kids playing up on adult teams.
Theyve loads of time to play adult levels/games
