(Oldest Posts First)

1. Munster = 67% (4/6) Kerry, Clare, Cork and Limerick.
2. Ulster = 56% (5/9) Armagh, Donegal, Tyrone, Monaghan and Derry.
3. Connaught = 50% (3/6) Mayo, Galway and Roscommon.
4. Leinster = 36% (4/11) Kildare, Dublin, Meath and Louth.
All other counties will have to make their provincial final to stay in the hunt for the All-Ireland.
Division 4 finalists Cavan and Tipperary, recent enough provincial winners, will be two dark horses to look out for in the Bottom 16 hunt for a provincial final wild card.

So who do Tipp replace if they make the Munster final?
The numbers would then be out of kilter

Nobody this year as Qualifiers and Tailteann are knock out.
Next year has to be 16 and 16.

As far as I know, they don't replace anyone this year. The number of teams in the Sam Maguire is just increased and the number in the Tailteann Cup is reduced accordingly. In theory, you could have 24 teams in Sam and 9 (including New York) in the Tailteann.
From next year on, there will always be 16 in the Sam Maguire so a provincial finalist not already qualified will displace a Division 2 league team.

Just proves 'conclusively' that people have been talking through their hats for the last 50 years, saying that the Munster Football championship is the crappiest two horse race of the lot. I'm amazed that Shhky aren't all over the exclusive rights, to show this annual Kerry-Cork 'boat race'. The 'Cork boat' was often stronger than it is now too, I suppose.

Cavan and Tipperary can cause the upsets to make a provincial final. Is anyone else likely to upset the apple cart?

That's how I get it too. Next year it's the 8 provincial finalists, and then the next 8 based on League ranking. The bottom 16 into Tailteann Cup, with New York joining the Tailteann Cup at preliminary QF stage.

My question is, if anyone knows, how do they grade the League positions? Does Division 3 promoted 2 jump above the Division 2 relegated 2 in rankings? Is it ranked from the way they finish at the end of the league including this movement?

Yep, promoted teams jump relegated teams.
7th and 8th will be the promoted teams from D2 with 9th/10th being the relegated pair from D1 and same with the other promited/relegated teams.
Same this year as Down/Offaly will be in Tailteann unless they reach a Provincial Final.

Provincial finalists are:
Roscommon (2.1) v Galway (2.2)
Dublin (1.7) v Kildare (1.8)
Kerry (1.1) v Limerick (3.2)
Donegal (1.4) v Derry (2.3)
4 from Division 1, 3 from Division 2 and 1 from Division 3. All provincial finalists have come from the league qualified 16.
