Offaly - Tipperary and Offaly County Boards should swap clubs?

As an interested spectator of Hurling in all parts, its been to my attention for years now regarding the Issue of Moneygall and Carraig and Riverstown Hurling clubs.
As we all know Tipperary at the moment is ahead of Offaly hurling wise in all departments of the present time and maybe a swap of the above clubs Moneygall to Offaly, Carrig/Riv.to Tipp would be a help to Offaly. Afterall in geograpical terms the said clubs are located in the counties Moneygall/Offaly, vice versa.
Would it not be in the best interests of both county boards to move on with the times and not be in the past and swap the clubs.
Moneygall are a senior team in Tipp so in my opinon it would help Offaly greatly and improve your championship.
Any views on this from Offaly Gaels?

why would they don't be talking silly name me a moneygal player who has won an allireland medal in the last 40 years
Ger Oakley has one.

i bet theres a good few clubs in kildare that wish they were in Dublin or Meath they might have won all irelands

Paddy Fanning of Moneygall has an all ireland medal as he was a sub when tipp won in 2010. Ger Oakley wasn't on the starting fifteen when he won his all ireland medal
