Motions for Convention 2017

What if any motions would people like to see raised at the upcoming County Board Convention. i would like to see the following issues raised and addressed.

1: The County Grounds - at last years convention the treasurer spoke passionately about the need for headway to be made on this issue and said if none was made by the time of this years convention that the top table had failed the clubs. As none has been made do they consider their position tenable?
2: Underage Development in Urban Areas - the number of children participating in GAA in our major Urban Areas is falling constantly, regardless of what the numbers for the Cúl Camps might suggest, how are we going address this? Do we need some smaller urban clubs to amalgamate?
3: Darver Contributions - why are all clubs paying the same regardless of their income and membership numbers. What other TAX is a blanket one such as this with the wealthiest paying the same as the poorest? Also can we stop charging parents in to watch children as young as 6 play in County Board organised events in Darver? This does not encourage participation and the amount raised is not worth the annoyance and bad blood it causes.

1. Its a mess and the Treasurer gave members a big stick to beat him with in the upcoming meeting.

2. Leinster driven review of Urban areas is underway. Three year plan which seems primarily based around more hours for Games Promotion Officers going into schools and clubs.

3. Some clubs are not paying the contribution yet are building and extending their own clubs ! Charging on the gates in Darver is short sighted and does more damage than the amount of money is worth. The PR is dreadful surrounding it.

your grand. I think the biggest issue with motions and change at convention is that clubs just dont want the hassle and will not speak up. There could be a lot of changes required but will never happen. No one wants to put their name forward for an officer because of the workload.
there is some good officers on the county board but there is also some that need changing as you never see them out and about working at games etc.
cant imagine much change happening in the near future

2017 Motions:

MOTION 1
Motion to amend Coiste Contae Lú Competition Regulations 5, 6 & 7 to the following;
5) The Main Leagues shall be organised in three Divisions, namely Divisions 1, 2 and 3. Only clubs' first teams are eligible to enter the Main Leagues.
Reserve Leagues shall be organised in three Divisions, namely Division 1, 2 & 3 Reserve. Clubs' second and additional teams are eligible to enter the Reserve Leagues.
A Club may request to enter their first team in the Reserve League and exclude their first team from the
Main Leagues.
6) Division 1 & 2 - 12 teams
Division 3- A number as deemed fit by C.C.C
Division 1 & 2 Reserve - 12 teams
Division 3 Reserve - A number as deemed fit by C.C.C
Each clubs' Reserve Leagues position shall be decided in 2018 by the position of each clubs' first team in the Main Leagues.
Following this, Reserve League position for clubs' additional teams will be decided by promotion and
relegation throughout the Reserve Leagues.
If in the event a team/s request entry of their first or an additional team to the Reserve Leagues they be entered in Division 3 Reserve.
If in the event a team/s cannot field a team in a particular Division in the following years Reserve League, their place shall be taken by the next eligible team/s from the Division below. Next eligible team shall be determined in the following order:
The Runner up in the Play Off Final
The Play Off semi final losers - the highest placed of the 2 teams at the end of the League stages
(c) The Play Off semi final losers - the lowest placed of the 2 teams at the end of the League stages
As deemed fit by C.C.C
7) Leagues
Division 1, 2 and 3 shall run on a single round basis, drawn on a 2 year reverse cycle.
(2018 to be the first year of this cycle)
(i) Division 1: Top Four - Once the top 4 teams are known. The team finishing 1st will have home
advantage in their semi-final against the team finishing 4th in league. The team finishing 2nd will also have home advantage in their semi final against the team finishing 3rd in league. The Final to be played at a neutral venue. Extra time will be played in the Semi Finals & Final if required.
(ii) Promotion: Division 2 and 3 - Top team in each division will be promoted to the Division above.
(iii) Relegation: Bottom team in Divisions 1 and 2 will be relegated to lower Division for the next year's league status(iv) Promotion/Relegation play-offs: Divisions 2 & 3 - Teams finishing 2nd, 3rd & 4thwill play off in a knockout format with the 11th placed team in Division directly above to determine the next year's league status. The team finishing 11th in the higher division will have home advantage against team finishing 4th in the lower division. The teamfinishing 2nd in the lower division will also have home advantage against team
finishing 3rd. The Promotion/Relegation play-offs Final to be played at a neutral venue. Extra time will be played in all play-off games if required.
In the event a Play-off or Semi final requires a replay, home advantage shall switch to the away team from Game I. If in the event further replays are required they shall take place at neutral venues.
Division 3 (ONLY): Once the Division 3 league has been completed and the teams 1st to 4th are known the remaining teams will play in a Knockout competition. This will based a Knockout format with an open draw for the teams finishing 5th to 10th place to decide three of the quarter final pairings. Home advantage to 1st, 3rd and 5th teams drawn. An open draw will take place for the remaining teams to draw preliminary rounds to decide the fourth quarter final as deemed fit by C.C.C. Semi-Finals - Winners QF1 v QF2 & QF3 v QF4.
Both sets of teams participating in each semi-final toss for home advantage. The Final to be played at a neutral venue. Extra time will be played in all rounds including the Final if required.
In the event a Play-off or Semi final requires a replay, home advantage shall switch to the away team from Game I. If in the event further replays are required they shall take place at neutral venues.
(v) Division 1, 2 & 3 Reserve:
1) Division 1 , 2 & 3 Reserve only - If one team has less than 15 players, both teams must play reduced numbers to a minimum of 13, determined by the number of players togged out. The panel of players must be submitted to the referee, along with or as part of the team list, prior to the commencement of the game. If
both teams have fifteen players 15 a-side must be played.
For Play Off Semi Finals & Finals - 15 a side
2) Top Four - Once the top 4 teams are known. The team finishing 1st will have home advantage in their semi-final against the team finishing 4th in league. The team finishing 2nd will also have home advantage in their semi-final against the team finishing 3rd in league. Semi-final winners will toss for home advantage in the final. Extra time will be played in the Semi-Finals & Final if required.
3) Promotion: Division 2 Reserve and 3 Reserve - Final winners each division will be promoted to the
Reserve Division above.
Relegation: Bottom team in Divisions 1 and 2 Reserve will be relegated to lower Reserve Division for the next year's league status.
(b) Penalty for each unfilled fixture €100. Late fielding €20 fine, Jerseys/Colours €40 fine.

Division 3 to be divided into two Divisions at the end of the 2018 season.
Division 3 (six top Division 3 teams based on finishing 2018 league positions) and Division 4 (remaining
teams based finishing 2018 league positions).
Division 3 & 4 will play double round fixtures (Home & Away)
Promotion: Division 4 - Top team in division will be promoted to the Division 3
Relegation: Bottom team in Divisions 3 will be relegated to Division 4
Promotion/Relegation play-offs: Divisions 3 & 4 - Teams finishing 2
nd & 3rd will play off in a knockout
format with the 2nd from bottom place team in Division 3. The teams finishing 2nd & 3rd from the division
below will playoff and the winner will play 2nd from bottom from the higher division to determine the next
year's league status.

MOTION 3
From 2018 onwards, each year the winner of Division 1 Reserves Competition (curently Division 4) will
have the option to enter a team in the following year's Kevin Mullen Sheild (KMS) and/or Junior Football
Championship (JFC).
If a club enters a reserve team into the KMS and JFC they must name a top 18 players who are ineligible to
play in either competition.
If any player makes an appearance in the Senior or Intermediate Football Championship they are ineligible
to compete in the Junior Football Championship of the same year.

Football League Regulations to take effect for the 2018 playing season
Amend 5 To read
The Leagues to be organised in six divisions as follows:

Relegation process to remain the same for divisions 1, 2, 1 reserve and 2 reserve. There will be no relegation
from divisions 3 or 3 reserve
Promotion process to remain the same for divisions 2, 3, 2 reserve and 3 reserve. There will be no promotion
from divisions 1 or 1 reserve

MOTION 5
In the event that our previous motion being successful we wish to propose that from 2019 Division 3 will be split in two Division 3A and 3B.
Based on the 2018 Division 3 league positions Division 3 will be split as follows;
The 6 clubs in 3A for 2019 will include the team finishing bottom of division 2 in 2018 plus the clubs finishing in positions 2 - 6 in the Division 3 league in 2018. Should a club finishing in position 2 - 4 gain promotion through the 2018 play offs the club finishing second from bottom in division 2 in 2018 will form part of the 6 clubs in division 3A in 2019.
A club finishing in positions 7 or lower will make up Division 3B for 2019.
Both Division 3A and 3B will be played on a double round basis

Promotion / Relegation.
The club finishing top of Division 3A will automatically be promoted to Division 2, with the team finishing
bottom of Division 2 being automatically relegated to 3A.
The club finishing top of Division 3B will automatically be promoted to Division 3A, with the team
finishing bottom of Division 3A being automatically relegated to 3B.
The club finishing in second place in Division 3A will enter a promotion / relegation play off with the team
finishing second from bottom of division 2.
Clubs finishing in positions 2 - 4 in Division 3B will enter a promotion / relegation play off with the team
finishing second from bottom of division 3A. The play off structure to remain the same as division 1 & 2

MOTION 6
In the event that our previous motion being successful we wish to propose that the club finishing top of
division 1 reserve in 2018 has the option to enter the 2019 Kevin Mullen Shield.
Should a club finish top of Division 1 reserve and they select to enter the Kevin Mullen Shield, player
restrictions shall be set by the CCC.
The club finishing top of Division 1 reserve and who opts to enter the Kevin Mullen shield for the following
year will not automatically be entered in the Kevin Mullen Shield thereafter. This is only an option to the
club finishing top of division 1 reserve each year.

MOTION 7
Football League Regulations 2018
(i) From the 2018 season onwards, Louth's Divisions 1-3 will only consist of a clubs 1st Team.
(ii) Divisions 1 and 2 will consist of the clubs present in each Division as of the end of the 2017 season.
(iii) Division 3 will consist of the remaining Louth clubs 1st teams unless their 1st team wish to remain in
the Division they reside in as of the end of the 2017 season.
(iv) Division 4 for 2018 will be made up of the remaining league teams plus 3 reinstated 2nd teams.
Totalling 13 teams.
(v) Division 5 for 2018 will have the remaining teams of 10 plus 1 team from Division 6, who was not
promoted in the 2017 season but who are willing to be given division 5 status by the CCC.
(vi) At the end of season 2018 for 1 year only, 2 teams will be automatically relegated to Division 5 and the
top team in Division 5 will be promoted to Division 4. The team who places third from bottom in Division 4
will be in the play-offs with the teams who place second, third and fourth in Division 5.
(vi) From the 2019 season onwards, promotion and relegation for Division 5 and Division 6 will be as
currently implemented. Division 4 will have the currently implemented relegation rules.
