I think it's inevitable that the 2 groups of 4 in football will expand to 4 groups of 4 featuring 8 provincial finalists and 8 Qualifier Round 2 winners.
Hurling will bring in 2 groups of 4 featuring 4 provincial finalists and 4 qualifiers.
In a few years time when this all pans out, the GAA can bring in a second championship in both codes for those missing out on the group stages. The winners of the second championship in both codes should be rewarded a place in the group stage of the following year.
Such second championships should be optional only. The take up in football might be only about 6 in the first year. When counties will see second championship winners taking their place in the group stage of the following year, the take up of places in the second championship will gradually increase as the years roll on.
