I think having Kerry along with Westmeath, Carlow and Laois involved and not to forget Londen who will be in it next year would be good for hurling.I feel these teams could give Offaly or Wexford a run for their money

No. The CR winner should be in the qualifiers. Counties not making the last 8 should be competing in a secondary competition.

It's crazy that anyone who wins CR Cup is eligible to join Leinster, except Kerry.
I agree the best CR teams should join the Quals, and there should be an AI Shield of sorts for those not making the AI "Last Six".

That's true as well. What you'll want there is a rule that if a team wins the CR twice in 3 years, they'll have to move up to a provincial championship for at least two years. This should only be the case though if the CR winner has access to the qualifiers.

Is there any possible return to 4 provinces?
Ulster: Antrim, London, Derry and Down.
Connaught: Galway and bring in Laois, Carlow, Westmeath and Kerry.
Munster: Tipperary, Waterford, Cork, Clare and Limerick.
Leinster: Kilkenny, Dublin, Offaly and Wexford.
As Connaught only has one team, this should be the provinces to bring in counties from other provinces. The big bugbear with Galway and Antrim before was the lack of a second chance. A champions round could be brought in where all provincial champions meet, Leinster and Munster champions being kept apart. Winner goes on to the AI semi-finals with the losers taking on two qualifiers in an All-Ireland quarter-final. There is the issue of two weak provinces but still, counties have to get games somewhere.

If Kerry want to come into the Championship let them stay down in Munster!!! Place for them.
We will look at our own. Carlow, Westmeath etc.

Open seeded draw and run the provincial championships as a secondary competion which can give teams ranking positions for the All Ireland. As it is, the only thing saving the provincial championships is a bit of old school tradition and the excitment of the Munster championship, which to be fair is very entertaining!
The provincial championships where for a time when transport around the country was more difficult which nowadays is not really an issue (except for fuel costs).
