And why is the team with lowers number of points relegated? After all there is no play off for promotion.

It's all about guaranteeing teams in Divisions 1A and 1B 6 games. The GAA have admitted that. Munster have setup a hurling league. Leinster could do something similar. It should help create an environment where only 5 regular league games is enough. The current hurling league structure while not ideal, it has been generating good revenue. The only change might be to remove the quarter-finals. Enter top 3 from 1A and top team from 1B into league semi-finals. 4th and 5th from 1A and 2nd and 3rd from 1B could enter a round robin. Carry over the result from when teams had played already i.e. 4th 1A and 5th 1A will have played already so that result will be used rather than them needing to play again. The suggested relegation-promotion round robin will only require 2 weekends, same as league semi-finals and final. Reward top 2 in the round robin with 1A hurling in the following year. Used this year; Galway and Limerick would get the benefit of two games against Division 1A teams. It will create a closer link between the top two divisions.
