Like you said the position has changed so it's always hard to judge 2 players from different times but for me Cummins gets it because of the changes he made to the position. He was part of a great era for hurling GKs but I think him more than anyone at the time brought the position to a new level of excellence

Recency bias will play a big part in selections on this. Eoin Murphy just about shades it given his incredible performances over the last 3 years. His first day out in 2013 was a bad one - left in 4 v Offaly and 2 were soft - he was good from 2014 on which isnt exactly the whole decade. People shouldn't forget that Anthony Nash had some excellent years in goal for Cork and has been around for longer. Stephen O'Keefe and Nickie Quaid have been the next best over the course of the decade - both of whom would be better on puckouts than Nash and Murphy imo but have not made as many high profile saves (although both are good shot stoppers also). A new level of excellence? He wasn't fit to lace the boots of Damien Fitzhenry in terms of inventiveness as a goalkeeper with puckouts and the development of the position. Cummins had one big flaw as a goalkeeper, his shot stopping. When he made a save, it would often be saved back into the path of the forward again.
