It's a good idea but how does it actually get implemented. Do the 4 Provincial finalists also still get to the last 12 stage. Does that leave 3 spots for the other tier 1 teams. That'll mean some tier 1 teams will have 3 rounds to make the super 8s. Is there an advantage to being in tier 1 in that case. I think it'd be cleaner to remove the Super 8s and come up with a clean competition without the provincials or a silly knockout qualifying system.
