Thought there was something like this years ago. The mother is a Leitrim woman and in my younger years I would have went to Leitrim games. There was a lad from Dublin with long hair that came off the bench in a championship game one day and he was eligible to play through some strange GAA rule.

Dont think anyone is getting the idea that there be no players from the likes of sligo movin to a big county. if you ever represented your county at senior there should be no transfers allowed and your top 10 teams would not be allowed any transfers only lowered ranked teams

Nonsense idea, what would determine the smaller/weaker counties, if it was population Monaghan would be entitled to a pick with the 4th smallest population. If it was on league status it would disincentivise counties to improve and invest in structure and development. Would just lead to professionalism and some type of nfl draft setup. Clubs would become feeders who would never see their players again once they made it to the County circuit.
Essentially the end of gaa and the world as we know it.
