Weaker counties and the Tony Forristal

I saw the list of fixtures for the Sonny Walsh and Tony Forristal U14 Inter county Hurling tournament which took place in Waterford over the weekend. I noticed the B Level counties were not in it at all.

I played twice in the tournament. Wicklow contested the Sonny Walsh tournament back then. I remember playing against Waterford 'B', Meath, Kildare, Down and Armagh. Just from what I saw over the weekend, only Clare, Wexford, Laois, Galway, Limerick, Offaly, Kilkenny, Dublin, Cork and Waterford seemed to have played in the tournament. Can anyone enlighten me as to whether weaker counties contest in this tournament anymore.

They play in the 'National Academy' blitzes.
