Change the football substitute laws

A major change to the game in the last few years has been the number of subs and how they are used. The 'finish with the strongest team' mentality has developed as a result. This has tipped the scales further in favour of those teams with already superior depth of playing resources. Adding the extra sub as a compensation for the black card has added to the effect.
Would it not be more equitable to limit subs to a max of 4 in normal time? I would go one further and limit use of second half subs to 3.

Will never happen in fact the amount of subs will probably increase which is more likely given the physical demands of the modern game.
