Carlow's proposal for a new format to the All-Ireland SFC will be discussed at Central Council later this year.

The All-Ireland football championship has been scrutinised closely this year as the gap between the top four teams and the rest seems to be widening.

Carlow's proposal includes that the championship be seeded with the eight teams who contested the previous year's provincial finals being named as the top seeds.

Second seeds will come from the beaten semi-finalists, while third and fourth tier seeds will come from NFL standings.

The format would be that round 1 would see Tier 4 v. Tier 3, and counties from the same province would be kept apart as much as possible.

Round 2 would see Tier 2 teams take on the winners of the first round and the same would apply as in the first round as provincial counties would not meet where possible.

Round 3 would see Tier 1 teams enter the campaign and face the winners of round two. Then the quarterfinals and semi-finals would be an open draw.
